Ohio has recently enacted a strangulation statute. Every professional that intersects with victims of strangulation in their professions and in both the civil and criminal justice systems must have the knowledge-based understanding of the medical aspects of strangulation as well as grasp of the legal implications of this crime.

Learning Objectives

Law Enforcement Objectives:

Objective 1: Participants will gain an understanding of the medical implications of strangulation and the mechanics of the act.

Objective 2: Participants will define strangulation in the context of the statutory provisions and and discuss how the case law applies to the signs and symptoms of strangulation, what constitutes serious physical harm, a substantial risk of serious physical harm, and physical harm.

Objective 3: Participants will identify legal implications when presenting a strangulation case and recognizing the importance of documentation and using expert witnesses.

Objective 4: Participants will be able to address some of the challenges facing the field.

Objective 5: Participants will gain and understanding of legal updates in the area of domestic violence

Nursing outcome:

Attendees will indicate on the evaluation that they have improved knowledge of the legal implications of strangulation and how it relates to the definition of serious physical harm.

Member of Legal Committee for Alliance for Hope, Training Institute on Strangulation Prevention Supreme Court of Ohio, Advisory Committee on Domestic Violence. Supreme Court of Ohio, Sub-committee on Abuse, Neglect and Dependency. Office of Criminal Justice Services Family Violence Prevention Center Advisory Council board member and VAWA Implementation Committee member. Cuyahoga County Domestic Violence Shelter Advisory Board and the Violence Against Women Act Grant Allocations Committee (for Cuyahoga County). NIWAP Community of Practice attorneys She is a state-wide and national lecturer and trainer on dynamics of domestic violence and the law and a consultant to various legislators, judges and other professionals on Ohio domestic violence law. She is co-author of Ohio Domestic Law for Thomson Publishing Co. (with Judge Ronald Adrine and Judge Sherrie Miday). Awards: Inaugural Recipient of ODVN’s 2014 Croucher Family Advocacy Award. Recipient of Ohio A.G.’s 2020 Robert Denton Award. Lifetime Achievement Award, Legal Aid Society of Cleveland 2022. NSVRC Visionary Voice Award 2023.
